In his habilitation thesis, Leszek Jesien – an expert on EU energy policies and a former political adviser to polish politicians involved in European affairs – outlines the mechanism of a unique institutional instrument found in supranational organisations and the EU: the rotating EU presidency. Jesien is in an excellent position to analyse this institutional concept and its practical implementation as he has been an expert on EU policies for many years. The rotating system works as follows: Each EU member state holds the presidency on a six month rotating basis.
